Purpose of the consultation
The Butterfly Effect is launching this consultation as part of its advocacy activities in order to develop a core set of advocacy messages representing the voices and priorities expressed by NGOs and CSOs worldwide.
These messages will be developed through a multi-stage inclusive process, ranging from local to global.
- July 2nd - 25th 2021 :An online consultation, through the present questionnaire to gather preliminary messages and advocacy priorities expressed by the respondents;
- September 2021 : Several online regional workshops allowing NGOs and CSOs from one same region to have a joint dialogue (Africa, Europe, North America, Central and South-America, Asia);
- End of 2021 : A final global workshop, bringing together organizations worldwide to finalize the messages.
This advocacy process will then provide us with the necessary tools to enable NGOs and CSOs to speak with a strong voice at high level and Influence the decision makers for positive, ambitious and concrete changes in how we manage our water (and sanitation) and foster the implementation of SDG6.
The Butterfly Effect has identified two major targets for its advocacy process :
1. The Heads of States Summit of Dakar’s World Water Forum
(21-27 March 2022, Dakar, Senegal)
The World Water Forum is the major multi-stakeholder dialogue platform in the water sector. As part of the 9th WWForum, the Heads of States Summit is a political initiative launched by the Senegalese President Macky Sall in order to strengthen the policies during the Forum by fostering a high level political mobilization to accelerate the achievement of the Sustainable Development Goals, and in particular the SDG6.
2. 2023 UN Water Decade Conference (New York, 22-24 March 2023)
As the first global intergovernmental conference on water since 1977, the 2023 UN Water Decade Conference will aim at assessing the implementation of the first half of the Water Action Decade. It stands as a most strategic platform for States' commitment to achieving the goals of SDG6. The UN General Assembly second committee adopted resolution (A/RES/75/212) which provides the modalities of the Conference.

Background and contact
The Butterfly Effect (BE) is a network of around 130 international and local CSO/NGO, from all over the globe, which advocates for effective local solutions that have a sustainable impact on improving access to water and sanitation and water resource management.
Our mission is to ensure that the NGOs/CSOs' voice, from all world regions is strong and heard in the international water agenda when it comes to advocating water’s essential role in sustainable and equitable development. The network speaks not on behalf but rather supports its members to voice the views of the sector in strategic water-related international fora (World Water Forum, Agenda 2030, midterm review Decade, climate change conferences, etc.) in order to influence consistently the international water political agenda.
